Accountabilities • Lead evaluation and data-driven decision-making activities by defining measures of success, tracking performance, and supporting the implementation of performance frameworks.

• Serve as project manager for assigned workstreams, coordinating activities across teams, managing dependencies, monitoring progress, and driving deliverables through completion.

• Plan and execute project activities within a Scaled Agile Framework (SAFe) cadence, including authoring features and user stories, maintaining backlog health, supporting Program Increment (PI) Planning and sprint reviews, and managing carryover and cross-team dependencies.

• Build, validate, and maintain performance metrics, operational dashboards, trackers, and reporting tools that translate ticket, workflow, and facility-level data into actionable insights for leadership.

• Contribute across evaluation, engagement, training, and operations functions to support broader program priorities and successful delivery.

• Develop clear, visually compelling presentations and supporting materials that align with client branding, style guidelines, learning objectives, and audience requirements.

• Collaborate with project leads, trainers, facilitators, and subject matter experts to clarify messaging objectives, incorporate stakeholder feedback, and ensure materials effectively support education and behavior reinforcement.

• Facilitate working sessions, office hours, and cross-functional forums with clinical, informatics, and technical stakeholders.

• Brief senior stakeholders directly and communicate complex program information in a concise, clear, and audience-appropriate manner.

• Produce executive-ready deliverables, including memoranda of agreement (MOAs), courses of action (COAs), concepts of operations, project plans, strategic plans, business rules, standard operating procedures (SOPs), and leadership presentations.

• Conduct research and synthesize complex information into practical recommendations, clear documentation, and decision-ready outputs.

• Manage multiple priorities and tight deadlines independently while maintaining a high standard of accuracy, quality, and consistency.

• Coordinate closely with project managers and subject matter experts to ensure deliverables remain aligned with program objectives, stakeholder expectations, and applicable standards.

Requirements

• Hold a bachelor's degree in a relevant field.

• Bring at least 6 years of consulting experience, preferably with a leading management consulting or federal advisory organization and experience supporting federal clients, large-scale process implementations, training initiatives, or communications programs.

• Have experience with Electronic Health Records (EHR), Electronic Health Record Modernization (EHRM), clinical healthcare environments, or related programs; federal healthcare experience is strongly preferred.

• Hold a Project Management Professional (PMP) certification or meet the eligibility requirements to obtain one.

• Possess strong knowledge of the Scaled Agile Framework (SAFe), with a SAFe certification such as SAFe Agilist, SAFe Scrum Master, SAFe Product Owner/Product Manager, Release Train Engineer, or SAFe Program Consultant strongly preferred.

• Demonstrate familiarity with Agile project management tools such as Jira, Jira Align, Mural, or comparable platforms.

• Experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or Department of Defense (DoD) is preferred, particularly within Federal Electronic Health Record (FEHR) initiatives.

• Familiarity with systems and environments such as VistA/CPRS, Oracle Health, and VHA governance and escalation structures is advantageous.

• Demonstrate advanced Microsoft PowerPoint and Excel skills, including the ability to independently create executive-level presentations, charts, trackers, and data-driven briefings without dedicated design or analyst support.

• Possess strong research, analytical, and synthesis capabilities, with the ability to extract relevant information from complex sources and transform it into clear, concise outputs.

• Demonstrate excellent written and verbal communication skills and the ability to explain complex concepts effectively to both technical and general audiences.

• Be highly detail-oriented, proactive, organized, and capable of maintaining quality while managing multiple priorities.

• Demonstrate the ability to work independently in a fast-paced and ambiguous environment with minimal direction.

• Reside in the Washington, DC metropolitan area is preferred to support periodic in-person client and team engagements.

• Be a U.S. citizen and able to obtain and maintain a VA Public Trust suitability determination.
