Head of Legal&GR

Kyivstar Group is looking for a Head of GR & Legal to join one of our recently acquired companies in the digital services sector.

This is a key leadership role at the intersection of law, business, technology, and public policy. You will lead the company’s Legal and Government Relations agenda, advise the CEO and leadership team, and help the business grow while navigating a dynamic regulatory environment.

Your key jobs to be done

Shape the regulatory environment and represent the company’s interests

• Build and lead the company’s Government Relations and public affairs strategy in line with business priorities.

• Anticipate legislative, regulatory, political, and market developments that may create risks or opportunities for the business.

• Develop and advocate policy and legislative initiatives relevant to the company and the broader digital ecosystem.

• Build trusted relationships with government authorities, regulators, industry associations, policymakers, and other key stakeholders.

• Represent the company in industry working groups, public consultations, professional associations, and discussions with public authorities.

Enable business growth through strong legal leadership

• Lead the legal function and act as a trusted advisor to the CEO, leadership team, and business functions.

• Enable new products, services, partnerships, and strategic initiatives by providing practical, commercially focused legal solutions.

• Ensure the company’s operations, products, and internal processes comply with applicable legislation and regulatory requirements.

• Lead legal support for complex commercial and technology-related matters, including SaaS, cloud services, licensing, procurement, outsourcing, partnerships, and cross-border arrangements.

• Support M&A, integration, corporate restructuring, and other strategic projects.

Protect the business and strengthen governance

• Identify and manage legal, regulatory, compliance, and reputational risks while balancing them with business objectives.

• Ensure effective corporate governance, corporate approvals, compliance frameworks, and internal legal policies.

• Lead the approach to disputes, litigation, regulatory inquiries, investigations, and other sensitive legal matters.

• Oversee external legal counsel and ensure effective use of legal resources and budgets.

• Lead and develop the Legal and GR teams, building strong collaboration across the business.

What will help you succeed

We are looking for a senior leader who combines strong legal expertise with a solid understanding of Government Relations and the Ukrainian regulatory environment.

You will bring:

• Master’s degree in Law; additional education in business, economics, public policy, or a related field would be an advantage.

• 8+ years of relevant legal experience, including 3–5 years in a senior legal or leadership role.

• Strong experience in Government Relations, regulatory affairs, public policy, or direct engagement with governmental and regulatory stakeholders.

• Solid understanding of Ukrainian legislative and regulatory processes and experience operating in regulated industries. Background in technology, IT, telecommunications, digital services, finance, or energy would be particularly relevant.

• Strong expertise in corporate and commercial law, corporate governance, compliance, complex contracting, and regulatory matters.

• Experience supporting technology-related products and agreements, including SaaS, cloud, licensing, data protection, cybersecurity, or other digital services.

• Experience managing complex negotiations, disputes, external counsel, and cross-functional strategic projects.

• Strong business judgment and the ability to translate legal and regulatory complexity into clear recommendations and actionable decisions.

• Proven leadership and stakeholder management skills, with confidence working directly with CEOs, executives, regulators, and external partners.

• Fluent Ukrainian and English, including professional legal drafting and negotiation skills.
